Imagine being a drug lord and a criminal, and to get by you bribe/buy police officers and politicians so they can't take legal actions against you. This drive people to use the little power they have to take action, outside the law, because they are trying to restore order, that the laws itself are preventing to happen. And people are overlooking these outside of the law actions, beacuse for now it's the only way, because nobody wants to to take a stand and make the changes from the inside out. So when a crazy billionaire says he will use his money to make a change, people believe and support him.
